Summary: Jack and Sam get together - with the blessing of a friend in a high place.
This is what happens when I let my brain run with the thought: "What would happen if Jack and Sam were actually allowed to be together?" A little humor, the slightest hints of romantic fluff, and Teal'c pwning everyone without even having any lines.
The meeting was held in Washington, in a nondescript building located roughly halfway between the White House and General O'Neill's office. Everyone came separately, arrival times spaced out to avoid the attention large groups attract whenever they congregate en masse. In ones or pairs or, in President Hayes's case, a trio, they trickled into the building and made their way to a central room.
As they each arrived, a small contingent of the already tiny group peeled away, joining together in an adjacent office that had been set aside for the task at hand. Two granite-faced men in suits stood guard at the doorway, but made no move to stop any of those who entered. Their presence stemmed more from their sworn duty than for any real need for protective services; few knew of the meeting and even fewer knew where, exactly, it was being held. Almost all of those who did know were already in the building, their participation in the events having been cleared weeks earlier. So the stoic pair simply watched as a general, two colonels, three civilians, and a handful of personnel filed past them and into the room.
Jack arrived first. He found President Hayes leaning against the room's solitary piece of furniture—a large desk—and humming to himself. They chatted quietly while the rest of the group made their way in. Sam was the next to turn up, with Cam not far behind. Teal'c soon appeared, Daniel and Vala on his heels. The president greeted them all warmly, shaking hands and waiting patiently as everyone politely jockeyed for position in the small room. He then turned to the couple nearest him, offering them a smile. Jack and Sam returned it.
“We're here for an auspicious and unprecedented occasion,” he began. “And a very worthy one, at that.” He stuffed his hands in his pockets and studied Jack and Sam. “You know, rules and regulations are all well and good, but sometimes they become a little silly. Like when they keep apart two people who want to be together.”
“Or when they try,” Daniel muttered, his words reaching everyone in the confined space.
Jack threw him a half-serious look of reproach. Teal'c smiled in that way of his that meant he was highly amused. Cam pressed his lips together in a thin line and quickly looked away after he caught Sam's eye, clearly struggling not to laugh.
“With everything the two of you have done for this country, for this world, it would be unforgivably selfish and, frankly, quite ridiculous, for anyone to expect what protocol would expect of you.” Hayes grinned. “Hell, given how many times you've saved our hides—”
“Sixteen,” Cam answered automatically.
“And that's just for Earth,” Vala tacked on with a grin.
“Teal'c keeps count,” Daniel added. Beside him, Teal'c inclined his head gracefully, the hint of a smirk on his lips.
The personnel in the room blinked at one another, the newest staff members looking flabbergasted, while the more tenured ones seemed amused. President Hayes smiled slowly.
“Well, there you go,” he said. “My point exactly.”
He spread his hands to encompass Jack and Sam who, despite the nature of the proceedings, were standing a healthy foot or more apart. Sam looked faintly embarrassed, but she was smiling just the same. Jack's expression was neutral, but the set of his jaw said We deserve this and the light in his eyes said he was grinning on the inside.
Daniel still had that vague look of surprise about him that he had carried since he first found out about their relationship. Teal'c looked so deeply satisfied that it was bordering on smug. Leaning around them from opposite sides, Cam and Vala shared a look and a grin.
“Really, this had to be done,” Hayes continued. He gestured at Jack. “Technically, you command everyone involved with anything connected, however remotely, to the Stargate Program. To properly follow military protocol, Samantha here would have to be removed entirely from any work that even touched on Homeworld Security.” He smiled at her. “And I think we can all agree that she's far too valuable for that.”
“I could always quit,” Jack offered.
“And we could always replace you,” Hayes said breezily. “Not that we want to, or that you'd actually go,” he added with a knowing look. “No, this was the only way,” he said as he pushed off of the desk and walked around to stand behind it. “For protocol, for posterity, but mostly because you two deserve to be happy.” He sat at the desk and stared at the stack of trays held by the assistant at his elbow. “Officially happy. In triplicate.”
A chuckle ran through the room, everyone present all too familiar with the tediousness of government paperwork. At Hayes's nod, the assistant stepped forward and another plucked the first tray off of the pile and placed it on the desk before him. Hayes pulled a pair of glasses from his jacket pocket, slipped them on, and skimmed the front page quickly.
“What's that?” Jack asked.
Hayes glanced up at him over the top of his glasses. “It's your official reprimand and court martial paperwork.”
Sam paled slightly and Jack's face went hard for an instant as Hayes scribbled his signature on the forms. As soon as he leaned back, the tray was pulled away and another took its place.
“And this is your official pardon,” he said, signing as he was directed on another, thicker stack of papers, “confirmation of your outstanding character and achievements, and a purging of the previously mentioned offenses from your official records.” He gave them the ghost of a wink. “Protocol, you know.”
The tray was swapped for another, and Hayes signed the single sheet it carried with gusto.
“And that is my official letter sanctioning your relationship and bypassing protocol in light of the extraordinary circumstances and the history of the individuals involved.”
When this tray was removed, yet another was set down. Hayes frowned at the small slip of paper it contained, then scrawled his name at the bottom with a small shrug. As the tray was taken away, Jack pointed at it.
“And that one?” he asked.
Hayes tucked his glasses back in his pocket and stood. “Looked like the receipt for catering,” he replied. “Speaking of, I believe we all need a glass of champagne and a slice of cake, don't you?”
Rounding the desk, he began shooing people in front of him and out the door. Jack waved Sam ahead of him, and as he joined her on the other side, his hand found hers. Behind them, Hayes smirked to himself and followed them to the reception with a bounce in his step.

I love Hayes' unflappability.Even in the show. He might be the one politician who won't be driven to madness by the SGC. XD
